You can buy a sim card in Mexico pretty much everywhere, even at supermarkets and to top it up is even easier.
When my parents came to visit me they were laughing when I told them I was going to the Pharmacy to top up my phone. We don’t have such thing in Italy. In Mexico you can basically top up everywhere, even at the gas station.
